Domingo Gómez Pamo Guerra del Río
Captain Domingo Gómez Pamo was born in Las Palmas de Gran Canarias on December 18, 1960.He joined the Spanish Navy in 1979 and was promoted to SubLieutenant in 1984. Lieutenant in 1987, Lieutenant Commander in 1996, Commander in 2003 and Captain in 2011.
He is a specialist in submarines and electronics. He is also a navy diver. He obtained a diploma in Naval Warfare in 1999. He has attended numerous national and international courses. He performed the “Security Assistance Management” Course in the “Defense Institute of Security Assistance Management” in USA – Ohio in 2008.
He was assigned to several surface ships such as Destroyers “Gravina” and “Langara” and Frigate “Numancia”. He spent 13 years in the submarine service where he was assigned Submarines “Siroco”, “Mistral”, “Marsopa” and “Delfin”.
His first Command at sea was the Patrol Boat “Izaro” (1995-1996). As a Lieutenant Commander he took command of submarine “Mistral” (2000-2002). As a Commander, he was the Commanding Officer of the Frigate "Numancia" (2010-2011). As a Captain he was Commanding Officer of the 41st Frigate Squadron (2013-2015).
Among his participation in international operations, the following stand out:
- NATO Operation “Sharp Guard” in the Adriatic, during the Balkan conflict, in 1994 on board Submarine “Siroco” as Operation Officer.
- Commander of the European Maritime Force (COMEUROMARFOR) on two occasions in 2014 and 2015.
- European Union Operation “Sophia” as Chief of Staff of the EU Naval Force deployed in the Mediterranean from June 2016 to January 2017.
His main assignments ashore were in: Naval Central Operation Command HQ, Fleet HQ, Action Maritime Force HQ and Submarine Flotilla HQ, in the latter he served as Chief of Staff.
As Captain he served as:
- Head of the Current Operations Branch (J3) in the Central Joint Operational Command HQ, responsible for the monitoring of all Spanish Armed Forces’ operations abroad.
- Head of the Program Office in the Navy Central HQ, monitoring all ongoing naval programs, maintaining close contact with the naval industry and multiple companies involved in the maritime sector.
- Head of the Submarine Branch in the Spanish Naval Logistic Command in charge of the maintenance and support of submarines throughout their entire lifecycle.
He has been abroad in the following positions:
- As Head of the Naval Technical Office in the Spanish Defense Attaché Office in Washington DC, between 2006 and 2009, with the main task of serving as a liaison with the US Navy and other Departments of Defense, as well as with US private companies in the Defense sector, in order to support Naval Programs (F-100, S-80) and to support the life cycle support of the Naval Units.
- Reporting to him were the Spanish Liaison Office at NAVSEA (Washington), the Liaison Office at NAVICP (Philadelphia), the Liaison Officer at the NATO Evolved SeaSparrow Missile Consortium, the Liaison Officer for the AEGIS system in Moorestown and the Liaison Officer for the S-80 Combat System at Lockheed Martin (Manassas). He shared his offices in the Defense Attaché Office and in the US Naval Logistic Command HQ (NAVSEA).
- As Spanish Defense Attaché of Thailand, Vietnam and Singapore, between 2017 and 2020, with his office in the Embassy of Spain in Bangkok. During this time, in addition to the work in the Defense Policy and Diplomatic Representation, he had the opportunity to participate in various events related to the defense industry and in International Fairs in the field of Security and Defense, providing active support to the Spanish industries.
Since November 2020 he has been Head of the Submarine Branch in the Spanish Naval Logistic Command, being in charge of all logistics related to submarines. During these three years he has led the Life Cycle Support Program for the new S80 Submarines, establishing a new logistic
sustainment model for the submarines, similar to the Planning Yard Concept of the US Navy, creating a Technical Life Cycle Support Office composed of a combined staff of Navy and Shipyard personnel with the main objective of managing the sustainment of the submarines under the three pillars of: technical engineering, planning maintenance and planning supply.
Among his decorations are seven Naval Merit Crosses, other national medals, and one NATO and two EU Medals for his participation in International Operations.
He is currently retired from the Navy and since April 2024 has been working as a naval advisor and expert for the company INDRA.
